Spec Ops Technology

Spec Ops Technology specializes in the Intelligence Community (IC) and Department of Defense space for specialized engineering solutions. The job it does: building software for you when nothing off the shelf fits.

It makes the most sense for companies with a specific process to automate. Alongside the main category they mention Intelligent Systems. As a small company team themselves (11 to 50 people), they tend to serve customers of a similar scale best. You will probably talk to the people who build it, which is great until you need 24/7 support.

Spec Ops Technology is based in Jackson, Mississippi. Their site is specops.com.

Things worth asking about: portfolio relevance, who owns the code, and how they handle changes. A short pilot with your real data tells you more than any demo.
