Talkroute

Talkroute is a virtual phone system that offers business calling with desktop, browser, and smartphone. In practice that means designing and building iOS and Android apps.

Who is it for? Mostly businesses launching or rebuilding an app. They also list Mobile Apps, Telecommunications and Virtualization, so expect those to show up in the feature set. They are a small team, 11 to 50 people, which usually shapes who they work with. Small vendors mean quick answers and real influence on the roadmap, but check who covers support when someone is out.
