Swably

Tweet apps you love, discover apps from friend tweets. Swably is a community that people tweet about apps they love to use. That is the short version of Swably. The job it does: scheduling posts, replying to comments and reporting across networks.

Who is it for? Mostly social and community managers. They also list Android, Mobile and Social Media, so expect those to show up in the feature set. They are a very small team, 1 to 10 people, which usually shapes who they work with. Small vendors mean quick answers and real influence on the roadmap, but check who covers support when someone is out.
