Spectacles is a business intelligence product. The first continuous integration and automated testing tool for Looker. In practice that means turning data into dashboards and reports people actually read.

It makes the most sense for analysts and leadership teams. They also list Analytics, so expect those to show up in the feature set. As a very small product team themselves (1 to 10 people), they tend to serve customers of a similar scale best. You will probably talk to the people who build it, which is great until you need 24/7 support.
