Liqueo

Liqueo develops SaaS-based online platforms for advertising agencies and businesses to create multiple mobile campaigns. In practice that means running campaigns, content and ads for clients who do not have an in-house team.

Who is it for? Mostly small and mid-sized businesses. They also list Advertising, App Marketing, Mobile, QR Codes and Video, so expect those to show up in the feature set. They are a very small team, 1 to 10 people, which usually shapes who they work with. You will probably talk to the people who build it, which is great until you need 24/7 support.
