HazSim

HazSim is the global leader in workplace training technology using a hardware-enabled software-as-a-service (HESaaS) solution. The job it does: building software for you when nothing off the shelf fits.

Who is it for? Mostly companies with a specific process to automate. Related areas on their profile: Public Safety, Risk Management and Training. As a very small company team themselves (1 to 10 people), they tend to serve customers of a similar scale best. Small vendors mean quick answers and real influence on the roadmap, but check who covers support when someone is out.

HazSim is based in Palos Verdes Estates, California and around since 2012. Their site is hazsim.com.

Things worth asking about: portfolio relevance, who owns the code, and how they handle changes. A short pilot with your real data tells you more than any demo.
