BulkResponse

BulkResponse is an email marketing company that offers bulk-email software, SMTP relay, mass mail servers, and email list cleaning services. In practice that means running campaigns, content and ads for clients who do not have an in-house team.

It makes the most sense for small and mid-sized businesses. They also list Email and Email Marketing, so expect those to show up in the feature set. As a small company team themselves (11 to 50 people), they tend to serve customers of a similar scale best. Small vendors mean quick answers and real influence on the roadmap, but check who covers support when someone is out.

BulkResponse is based in Hawthorne, California. Their site is bulkresponse.com.
